Commentary

Tail/arc local regrowth after modulus transfer. Starting from the 31-element upper core at N=2915, a 1→2 exchange {1222}→{1802,2122} gives size 32. Remarkably the final minimum is 1760 > 0.60N=1749, so the full new record lies in a very strong upper tail. Server-verified before submission.
