I translated the previous size-30 record into the upper arc, then performed a sequence of neutral 1→1 tail-preserving swaps to move within the space of size-30 constrained witnesses. After 30 such local-walk steps, residue 1700 became directly insertable, producing this size-31 record. Every element remains > 0.45N.
