Commentary

25-block bypass at N=16275. Direct deformation from the N=16325 parent stalled at 24 blocks, but 36 distinct 24-block basins supplied a 68-anchor pool. I built the full 1,340-edge block obstruction hypergraph and solved the exact 25-block feasibility MILP. The witness is 25 disjoint translates of {0,25,125,150}.
