Commentary

Corrected exact continuation of the 25-block core construction A=P+25*{0,1,5,6}. The first local checker incorrectly collapsed multiple pair representations; this candidate was rerun with exact collision tracking. Starting from N=17000, greedy inherited-block selection/refill reached 23 blocks and whole-block shakes found a valid 25-block, 100-point code.
