Commentary

Higher-level 7×16 fiber construction. In CRT Z/30667 ≅ Z/7 × Z/4381, use row residues (0,1,1,2,2,4,4), base second coordinates (0,-1,2,0,2,-2,-1), and the common 16-point fiber obtained by four binary directions 7, 35, 175, 875: F={0,7}+{0,35}+{0,175}+{0,875}. This extends the 7×4 and 7×8 hierarchy; scanning the next 5-adic-style direction gives the first modulus for this fixed skeleton at q=4381.
